Policy and Strategic Frameworks

  1. Formulate a Provincial Digital Education Strategy: Develop a comprehensive strategy aligned
    with national frameworks, tailored to local disparities and cultural contexts, with clear vision,
    responsibilities, financing, and implementation pathways.
  2. Establish Enabling Policy and Legal Frameworks: Create robust legal instruments to support
    innovation, user protection (especially children), digital content standards, data governance, and
    technology procurement.
  3. Develop a Multi-Year Implementation Roadmap: Accompany the digital strategy with a
    detailed, time-bound roadmap outlining strategic goals, resource needs, institutional roles, and
    accountability mechanisms.
  4. Institutionalize Monitoring, Evaluation, and Learning Mechanisms: Set up strong systems to
    monitor progress using performance dashboards, independent evaluations, and learning reviews
    for adaptive management.

Infrastructure and Access

  1. Expand Digital and Energy Infrastructure: Invest in last-mile internet connectivity and
    off-grid energy solutions to ensure universal access, especially in rural and underserved areas.
  2. Enhance Affordability and Access to Devices: Reduce internet service taxes and launch
    targeted device distribution schemes for students and teachers, particularly in public schools.
  3. Establish Community-Based Digital Learning Hubs: Develop digital centers in schools,
    libraries, and municipal spaces to provide shared access to devices and internet in
    low-connectivity areas.

Data and Governance

  1. Adopt Evidence-Based Planning and Decision-Making: Strengthen provincial data systems for
    real-time, disaggregated data collection and use in policy, planning, and resource allocation.

Content and Inclusivity

  1. Localize and Ensure Cultural Relevance of Educational Content: Create digital content in
    Maithili, Bhojpuri, Tharu, Urdu, and other local languages; embed local knowledge and pedagogy
    for better engagement.
  2. Integrate Accessibility and Assistive Technologies: Design platforms inclusive of learners with
    disabilities using screen readers, captioning, and user-friendly interfaces.
  3. Ensure Equity and Inclusion in Digital Transformation: Mainstream the participation of
    marginalized groups (girls, Dalits, Madheshis, Muslims, children with disabilities, and
    out-of-school youth) in digital education programs.

Human Capital Development

  1. Strengthen Educator Capacity in Digital Pedagogy: Implement continuous professional
    development programs for teachers focused on digital teaching tools, content creation, and
    adaptive instruction.
  2. Address Gaps in Subject-Specific Teaching Resources: Use digital classrooms, remote
    mentoring, and academic partnerships to mitigate shortages in English, Mathematics, and Science
    teachers.

Innovation and Local Engagement

  1. Promote Local Innovation and Youth Entrepreneurship: Support education technology
    startups and youth-led initiatives through innovation labs, seed funding, and incubation services.
  2. Facilitate Innovation Competitions and Collaborative Platforms: Organize hackathons, idea
    competitions, and forums to identify, test, and scale digital education solutions.
  3. Strengthen Community Engagement and Partnerships: Collaborate with civil society, local
    leaders, and municipal bodies to build trust, increase outreach, and ensure community-responsive
    programs.
